Project Description:

The project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent security and justice services, which are delivered on a progressively formalised basis by civilian-led institutions; in increasingly resilient partnership with the communities.

In order to do this, the project will work with both communities and formal/informal security and justice (S&J) service providers to develop their capacity to design and deliver services that respond to the needs of the population. The project seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources, including those supplied by the project.

Role Description:

The Monitoring and Evaluation Field Coordinator (M&E FC) will support the M&E Officers and M&E Manager in obtaining, documenting, and analysing all data, information and learning activities from the field to help ensure accountability and efficiency from start to finish for all project activities. The M&E FC will work closely with the M&E Officer and other component teams to report on field conditions and maintain continuous communication. S/he will be responsible for producing material for internal and external reporting.

S/he will coordinate the direct and remote monitoring and verification tasks. S/he will support the M&E Officers and the Field Monitoring Officers (FMOs) to establish effective reporting and a report tracking system that correspond to donor reporting requirements and contribute to the reporting framework through regular feedback and full access to information about activities in the field.

Additionally, s/he will replace or work with other members of the team, as need be, on project concept development and set up, follow up of project activities and indicators, implementation of processes, standard operating procedures and any other tasks as required.

Responsibilities:

  1. Assist in establishing an effective reporting system and communicate all required reporting to corresponding project components.
  2. Coordinate with FMOs on data collection activities and report significant developments in the field to the M&E team.
  3. Check the observation forms, photos and other data collected by FMOs for accuracy and consistency and follow up as necessary.
  4. File data collected from the field to the M&E shared drive.
  5. Coordinate with M&E Officers and FMOs on gathering data to monitor and evaluate project activities, including for project baseline, midline and endline assessments.
  6. Work to develop appropriate data collection tools.
  7. Deliver training to FMOs on data collection tools and other topics as required.
  8. Produce maps of project locations to enhance verification and reporting.
  9. Compile, analyse and communicate lessons learnt, successful practices and recommendations when applicable.
  10. Monitor reporting deadlines and ensure required reports are submitted on time.

  22. Monitor reporting deadlines and ensure required reports are submitted to the M&E Officer in accordance with the agreed upon dates

The position holder must be Arabic-speaking, fluent in written and spoken English and have a well-developed cultural understanding of the current and past Syrian context.

Qualifications and Experience

  1. Advanced university degree in social sciences, or related technical field;
  2. At least two years of progressively responsible work experience at the national and international levels in reporting and communication activities, or in a related field;
  3. Excellent verbal and writing skills in English and Arabic;
  4. Proven ability to conceptualize, plan and execute ideas, as well as impart knowledge and teach skills;
  5. Demonstrated ability to draft concise, analytical and high-quality reports;
  6. Knowledge of office applications and acquaintance with knowledge management systems
