Project Description:
The project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent security and justice services, which are delivered on a progressively formalised basis by civilian-led institutions; in increasingly resilient partnership with the communities.
In order to do this, the project will work with both communities and formal/informal security and justice (S&J) service providers to develop their capacity to design and deliver services that respond to the needs of the population. The project seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources, including those supplied by the project.
Role Description:
The PMU Support Officer must be an agile thinker, strong writer, and team player to be the principle support to the Component lead. S/he must provide proactive solutions and rapid decisions for the component in a dynamic work environment. S/he must maintain a broad project perspective and ensure due diligence is done on all activities. S/he will manage input into the project’s Knowledge Management System, track implementation, and arrange component and cross-component meetings. S/he will also help manage staff in both conflict and non-conflict zones and must be a strong cross-cultural communicator and be sensitive to staff issues.
Responsibilities:
- Support component coordination, including the planning and delivery of the Delivery Unit’s core activities.
- Support activity implementation across the component.
- Work with other project components, especially the Implementation component, to ensure activities are implemented on time and under budget.
- Support the planning and coordination of activities by monitoring timelines, resolving issues, and ensuring the timely completion and closure of each activity.
- Gather and manage information from all component staff in order to update and maintain the project’s Knowledge Management System, including recording updates on progress and developing budget amendments when necessary.
- Develop Concept Notes for component activity sheets and field activities, and manage all associated reporting, budgeting and data management during the life of activities.
- Develop standard operating processes that improve staff efficiency and reduce redundancy; hold regular meetings to improve component staff capacity.
- Liaise with beneficiaries when required to ensure that meeting agendas, minutes and issues raised are captured, recorded, relayed and actioned as necessary.
- Manage the RAM and UK vetting requirements of the project as they relate to the direct beneficiaries of component activities, including confirming beneficiary biodata, maintaining and updating the project’s vetting database and submitting beneficiaries to the relevant vetting system.
- Contribute administrative support to the Component Lead where required, including but not limited to development and management of budget, work plan and logframe tools.
- Maintain and update the component’s Issues Log, recording all beneficiary concerns and communicating actions designated by the Component Lead to relevant staff.
Required Skills & Qualifications:
- Bachelor’s degree
- At least 2 years of experience in research and project management related to development in a conflict setting
- Experience working in a conflict environment;
- Experience working in a team with a diverse staff;
- Excellent writing and analytical skills;
- Strong organizational and leadership skills; and
- Experience with international programs funded by the US Government, United Nations, World Bank, or similar organisations.
