Iraq: Head of delegation – Dohuk – IRAQI KURDISTAN – H/F

Context of the position

The mission of the French Red Cross is to prevent and alleviate all human suffering, and contribute to all efforts related to protection, social welfare, prevention, education and health care.

The French Red Cross is operational in northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging return of population, FRC is providing assistance in a range of sectors including WASH, livelihoods, shelter and relief. The Iraq programme presently employs about 80 national staff and 9 international staff.

The French Red Cross works in partnership with the local branches of the Iraqi Red Crescent Society (IRCS).

In 2016, FRC will continue its emergency and recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities. This will include in particular:

  • Continuous development of synergies with the Iraqi Red Crescent Society.
  • Joint FRC/IRCS contingency planning and emergency response for new waves of people displacement induced by the ongoing conflict or for poorly-covered vulnerable population.
  • Provision of sustainable WASH facilities & services for Syrian refugees in Domiz camp (the Kurdistan’s largest camp, with more than 45 000 people), and for the IDP population in the event of new funding opportunities.
  • Expanding livelihoods program in northern Iraq through 1) the provision of immediate temporary employment and short-term income among vulnerable returnees and host communities; 2) the support to the vocational training centers in Dohuk & Erbil governorates; 3) the provision of professional skills and vocational training courses and the establishment of businesses support in order to increase the economic opportunities of the most vulnerable population (abused Yezidi women and SGBV/trafficking victims, Syrian refugees, etc.)
  • Promotion and improvement of the access to education for the Syrian refugees and host communities children in Iraqi Kurdistan.

The position

RESPONSIBILITIES

Under the supervision of the Middle East regional representative (desk) based in Jordan, the head of delegation will be in charge of the FRC teams and actions, especially:

A- Coordination and monitoring:

  • Lead monitoring of current projects.
  • Lead monitoring of submitted proposals.
  • Identify new projects and write proposals.
  • Ensure coordination with partners (UN, local authorities, and other humanitarian partners on the ground).

B- Management of resources:

  • Supervise human resources, finance, budgetary and technical resources and improve life conditions of the staff during the mission (spatial planning for desk / expatriate houses).

C- Communication management:

  • Represent FRC to Iraqi Red Crescent Society.
  • Represent FRC to other components of Red Cross and Red Crescent movement.
  • Represent FRC to local authorities (especially DMC) and other humanitarian actors on the ground.
  • Develop priviledged relations with the French Embassy.
  • Responsible for donors’ reporting (monthly and annual reports).
  • Manage internal and external communication.
  • Ensure monthly visits in the field to visit staff and programs running

D- Security management:

  • Elaborate security strategies and safety plans in coordination with relevant actors.
  • Ensure that all staff is briefed on the security situation and instructions to follow.
  • Ensure an active surveillance on the security situation.
  • Make decisions on security and ensure appropriate actions in link with the logistician and headquarters in case of evacuation.

Hierarchical link

  • The HOD works under the responsibility of the desk officer for middle-east based in Beirut.
  • The HOD is the line manager 5 staff (logistics coordinator, finance coordinator, WASH technical advisor, livelihoods coordinator, relief delegate).

Functional links

Work externally with : Iraqi Red Crescent Society (HQ and branches), components of Red Cross and Red Crescent movement (IRCR / IFRC / partner national societies in the country), local authorities, others humanitarian actors on the ground.

Profile of the candidate

Educational background and experiences:

  • Graduate or post-graduate degree in relevant field;
  • You already worked in a similar position for at least 3 years;
  • Experience in NGO necessary, preferably in emergency and post-emergency contexts;
  • Experience in team management;
  • Previous knowledge of FRC and RC & RC movement would be an asset.

Professional skills:

  • Strong communication, analysis and reporting skills;
  • Management qualities;
  • Substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action;

  • Extensive knowledge and experience of project planning and budget holding, proposal and report writing;
  • Ability of raising the profile of an organization, strategically networking with government agencies, donors and other international agencies, and using the media as appropriate;
  • Ability to work under high pressure with a great level of personal organisation;
  • English mandatory (oral and written); Arabic would be an asset.

  • Strong interpersonal and intercultural skills;
  • Flexible and proactive;
  • Good relationship, patience;
  • Autonomous and team-worker.
