Iraq: Head of delegation – IRAQ – H/F

Context of the position

The French Red Cross (FRC) is operational in Northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging displacements and returns of population, the FRC provides assistance in a range of sectors including WaSH, Livelihoods, Education, Shelter and Relief.

Iraq, now more than ever, intertwined with the Syrian civil war, has reached another inflection point with the current increase of violence in the North and the West linked to the emergence of ISIS in June 2014, leading to have significant part of Northern Iraq seized, including the city of Mosul (2nd largest in Iraq). Almost 1 million people fled from western Mosul and western Ninewah Governorate as of July 26th, 2017, surpassing humanitarians’ ‘worst-case’ estimates. With the Iraqi Red Crescent (IRCS), the FRC responded to the first wave of families displaced from Mosul in October 2016 and has been responding to the aftermath of Mosul crisis since, through WaSH and Relief activities in Ninewa governorate

In 2018 the FRC re-organized its delegation, concentrating its operational supervision on the sub-delegation of Dohuk & Ninewa. The Coordination remaining in Erbil with regular travels to Baghdad. As a result, the sub-delegation based in Dohuk also covers the sub-offices, as well as the teams, present in Ninewa, and the activities implemented there, with the support of the Coordination. The delegation currently employs about 40 national staffs and 15 international staffs.

The position

RESPONSIBILITIES

Under the supervision of the head of zone for the Middle-East, the head of delegation will be in charge of FRC teams and actions, especially:

  • Strategy
  • Representation
  • Resources management
  • Coordination
  • Security

HIERARCHICAL AND FUNCTIONAL LINKS

Hierarchical link

  • The HoD works under the responsibility of the head of zone for the Middle East in the HQ

  • The HoD is the line manager of the assistant head of delegation, logistics and admin-fin-HR coordinators, the liaison officer and the head of sub-delegation (subject to fluctuation depending on the ongoing operations)

Profile of the candidate

Educational background and experiences

  • graduate or post-graduate degree in relevant field
  • work experience in a similar position
  • previous experience with the RC & RC Movement compulsory

Professional skills

  • strong communication, analysis and reporting skills
  • management qualities
  • substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action
  • extensive knowledge and experience of project planning and budget holding, proposal and report writing
  • advanced proficiency in English mandatory (oral and written)
  • Arabic would be a strong asset

Salary conditions

Remuneration

  • Based on the French Red Cross collective agreement
  • Expatriation bonus of 15% included
  • Daily allowance (per diem) of 28 €
  • 13th month
  • 10% of short-term contract bonus

Annual leave

  • 5 weeks of paid leave par year
  • 21 days off par year

Other advantages

  • Airplane tickets from country of domicile to country of employment at the beginning and at the end of the mission – & for holidays at 6 months
  • Financial allocation for breaks at 3 months – 9 months depending on the mission

Insurance

  • Registration to the social security through the Caisse des Français de l’Etranger (CFE)
  • Compulsory French Red Cross health mutual (LAMIE) 75% of the costs are reimbursed by the employer (the remaining 25€ per month at the charge of the employee)
  • Medical assistance and repatriation (IMA Assistance) + provident insurance (death / invalidity)

Stay Safe is intended for every staff in a position to carry out international missions on behalf of the Federation or a National Society of the Red Cross Red Crescent Movement. The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
