Context of the position
The French Red Cross is operational in Northern Iraq since 2013, especially in Dohuk, Ninewa and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging return of population in newly liberated areas, FRC is providing assistance in a range of sectors including WASH, Livelihoods, Shelter and Relief. The Iraq programme presently employs about 65 national staff and 13 international staff.
The French Red Cross works in partnership with the local branches of the Iraqi Red Crescent Society (IRCS).
In 2016, FRC continues its emergency and early recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities. This will include in particular:
- Continuous development of synergies with the Iraqi Red Crescent Society
- Joint FRC/IRCS contingency planning and emergency response for new waves of people displacement induced by the ongoing conflict or for poorly-covered vulnerable population
- Provision of sustainable WASH facilities & services for the IDP population in Sinjar district
- Expanding livelihoods program in Northern Iraq through 1) the provision of immediate temporary employment and short-term income among vulnerable returnees and the local population in Ninewa Governorate; 2) the provision of professional skills and vocational training courses and the establishment of businesses support in order to increase the economic opportunities of the most vulnerable population.
- Strengthen the education of children, improve school facilities to make them more suitable for pupils in terms of safety, cohesion and individual development, provide adequate support to those who have particular psychosocial needs to guarantee children welfare and development.
The position
Responsibilities:
Note : all of the responsibilities and tasks mentioned in this job description are intended to be implemented by the Iraq Access to Education PM in strong collaboration with his/her counterpart in Jordan
- Ensure the overall coordination, planning, monitoring and management of the project, in partnership with the IRCS.
- Manage and train the project team
- Ensure adequate communication, internal and external reporting on the project
- Contribute to context analysis and development of operational strategy of the FRC in Iraq
Hierarchical link
- The project manager reports to the Head of Sub-Delegation.
- He/she supervises one project officer and several field staff.
Functional links
Internal:
- In HQ: WaSH and construction technical adviser, psychosocial technical adviser.
- Within Iraqi Delegation: logistic and administration/finance departments and Programme Coordinator
External:
- Collaborates with the IRCS, Danish Red Cross, local authorities, and community representatives.
- Holds regular meetings with the project’s donors, and attends upon request other external meetings (with EU, INGOs, UN agencies, etc.)
The profile of the candidate
Program coordination and management
Linked to the function of head of project urban development:
- Experience in implementing programme related to psychosocial and educational access
- Experience / knowledge on rehabilitation would be an asset
- Strong experience in community mobilization
- Strong project and team management skills
- Sound experience in partnership and capacity building.
- Good communication, analytical and drafting skills
- Experience in the psychosocial activities would be an asset
Linked to the specific environment of the mission:
- Excellent interpersonal and intercultural skills.
- Good knowledge or experience of the Red Cross Movement preferred.
- Rigor, flexibility and adaptation capacities.
Languages: English compulsory, French or Arabic would be an advantage.
