Project Description:
The project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent security and justice services, which are delivered on a progressively formalised basis by civilian-led institutions; in increasingly resilient partnership with the communities.
In order to do this, the project will work with both communities and formal/informal security and justice (S&J) service providers to develop their capacity to design and deliver services that respond to the needs of the population. The project seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources, including those supplied by the project.
Role Description:
The Programme Officer (PO) is the link between project staff and the field staff in Syria. The PO must be able to build strong relationships with field officers (FOs). The PO will need to translate project concepts into implementable steps for the FOs. Additionally, the PO is the primary point of contact for the component’s field staff.
Responsibilities:
- Build strong professional relationships with FOs in order to manage and direct programming within Syria, including daily communication with each FO.
- With input from management, direct the FOs through the life-cycle of the community engagement process (formation, identifying needs, proposal development, implementation).
- Train field team in overall programmatic goals and set weekly and monthly goals for each field officer based on project work plan and context on the ground.
- In coordination with FOs, compile weekly reports to submit for review.
- Advise others of important events in the field as necessary to ensure compliance and proper project implementation.
- Design a strategic communication plan for his/her FOs.
- Complete administrative tasks such as timesheets, expense reports, vetting sheets, etc.
- Translate written information from Arabic to English and English to Arabic, as needed.
- Support the needs of the project as may be directed by management.
Staff Structure:
PO is responsible for 4-5 field officers and reports to an area manager.
What Success looks like:
The successful PO is an expert on each of the communities he or she covers. S/he will have cultivated strong relationships with the FOs. All the FOs will understand their immediate tasks and community engagement's goals and process. S/he ensures that FOs understand the goal of the project and what is expected of them. S/he guides the field officers through CSWG formation, needs assessment, concept note and proposal drafting, and finally through project implementation.
