Project Description:

The project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent security and justice services, which are delivered on a progressively formalised basis by civilian-led institutions; in increasingly resilient partnership with the communities.

In order to do this, the project will work with both communities and formal/informal security and justice (S&J) service providers to develop their capacity to design and deliver services that respond to the needs of the population. The project seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources, including those supplied by the project.

Role Description:

The Syrian Police Expert will work as part of the Police Component to contribute to the implementation of the component’s strategy and work plan, especially as they relate to technical matters of policing in Syria. The Syrian Police Expert will review the current and past institutional frameworks of the project’s counterparts and support the project in identifying the elements that need to be recovered from the Syrian system and those that need to be reformed.

Upon the completion of the evaluation process, the Syrian Police Expert will present findings to the project and for counterparts to prioritise identified needs. Based on the outcomes and identified priorities, an implementation plan will be set to identify responsible stakeholders, time-frame for achievement and expected outcomes.

Responsibilities:

  1. Advise the component on different topics related to policing in Syria as needed.
  2. Support the component during the institutional assessment, including writing of reports and minutes of Working Group Discussions.
  3. Analyse the outcomes of each workshop and advise on necessary steps to enhance the recovery and reform process and implementation.
  4. Assess the current capacities of project partners and the level of recovery and reform compared to the police institution under the former Syrian system.
  5. Provide technical advice to the Component Lead in preparation for Working Group Discussions with counterparts.

Qualifications and Experience

  • Bachelor degree in Syrian law
  • Minimum of 4 years of relevant experience on Syrian Police System
  • Capacity to produce high-quality briefs and reports in Arabic
  • Publications on Syrian Police System
  • Demonstrated experience in governance and institution building
  • Good level of proficiency in Windows Excel
  • Strong communication and presentation skills
  • Demonstrated ability to train and build capacity of others
  • Strong personal organization, interpersonal and communication skills

The position holder must be Arabic-speaking, fluent in written and spoken English and have a well-developed cultural understanding of the current and past Syrian context.
