Context of the position
Humanitarian issues faced by the population
o Isolated population, vulnerable to natural hazards and climate change
People living on the islands of the South Pacific are particularly vulnerable to natural hazards. The geographical dispersion of the islands, the lack of information on natural hazards (non-existent or unreliable warning systems), the lack of access to basic disaster response schemes, and the difficulties in logistical supply are the major problems in this context. In addition, the Pacific is also one of the most vulnerable regions to the risks of disasters due to climate change.
o Natural Disasters
Solomon Islands is exposed to many types of hazards: floods, cyclones, earthquakes, tsunamis and volcano eruptions. SI is also vulnerable to climate change, especially rainfall variability, and sea level rise. At the beginning of April 2014, the Solomon Islands were affected by heavy rains from a tropical depression caused severe flooding, mainly in Guadalcanal Province and the capital Honiara. Flash floods caused the death of 22 people and the displacement of more than 10.000 people in 27 evacuation centers located in Honiara, affecting 52 000 people in Guadalcanal Province. In March 2015 the cyclone PAM affected Malaita province and the involvement of part of the SIRCS / FRC team in emergency operations was needed. More recently, in December 2016, an earthquake of magnitude 8.0 has occurred in Makira Province.
The position
Respecting and applying the principles of RC / RC Movement (Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality), and under the authority of the acting Head of Delegation based in Honiara, the TBR 5 Project manager will have to ensure the implementation of the following activities:
- to lead, supervise, monitor the project activities implementation and ensure the project is completed on time and with quality
- to maintain, boost and strengthen working relationship with Solomon Island Red Cross Society (SIRCS), as well as national and local partners such as NDMO (National Disaster Management Office), Ministry of Education and NGOs
- to strengthen SIRCS and NDMO coordination and disaster response capacities
- to use, develop and adapt the DRR common approach set up in the pacific area by the FRC to promote synergies with the other FRC ongoing DRR projects (in Vanuatu), define lessons learnt and capitalize on experience

- under the authority of the Solomon Islands acting head of delegation based in Honiara
- supervises operational teams (national staff and volunteers)
Functional link
- work in close cooperation with the DRR Technical Expertise Unit (FRC HQ) based in Paris
- work in close cooperation with the WASH team on the WASH component of the project
- functional links with the different components of FRC delegation (logistics and administration / finance coordination)
- collaborates with SIRCS (DRM manager), NDMO, relevant authorities, and other international organizations in the country as appropriate
Languages
- Good professional English is mandatory
- French is an asset

Stay Safe, quant à elle, est destinée à tous les personnels amenés à effectuer des missions internationales au nom de la Fédération ou d’une société nationale de la Croix-Rouge et du Croissant-Rouge. Le cours a pour objectif de développer une culture commune de la gestion de la sécurité au sein du Mouvement. Elle permet ainsi une meilleure compréhension des principales menaces et risques que courent les acteurs humanitaires sur le terrain et propose des solutions pour en limiter l’impact.
