Context of the position
The French Red Cross is operational in Northern Iraq since 2013, especially in Dohuk, Ninewa and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging return of population in newly liberated areas, the FRC is providing assistance in a range of sectors including WASH, Livelihoods, Shelter and Relief. The Iraqi programme presently employs about 50 national staff and 16 international staff. The French Red Cross works in partnership with the local branches of the Iraqi Red Crescent Society (IRCS).
In 2017, FRC continues its emergency and early recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities.
The FRC has started implementing a 3-year project funded by the Agence Française de Développement (AFD), whose objective is to strengthen educational basic services capacities in order to integrate Syrian children refugees and IDPs and to address the needs of the whole targeted population (refugees, IDPs and host communities). The specific objective is to promote, to facilitate and to improve the access to education for the Syrian refugees, IDPs and host communities’ children in Iraqi Kurdistan (Dohuk and Erbil governorates).
The project will include a strong community mobilisation component. This component should be integrated in various objectives of the project such as involving parent teacher associations as much as possible in all aspects of the project, but most particularly encouraging groups of parents to participate in community training and the implementation of micro-projects.
This project is implemented in collaboration with the Iraqi Red Crescent Society, whose partnership and involvement in the activity implementation is a key component of the project and of the FRC strategy in Iraq.
The position
Under the management of the project manager, the community mobilisation delegate will be in charge of assessing the specific community mobilisation opportunities and challenges in each targeted neighbourhood, as well as defining the most relevant participation methods for school staff and community members. S/he will work with the project team and the communities to choose the most appropriate ways to implement community micro-projects in order to support the project objective, according to the project framework. The delegate will be in charge to train staff and volunteers and to support the development of training for community members. S/he will also be in charge of designing monitoring tools to support the project staff and volunteers in capturing and recording data accurately and efficiently.
Main responsibilities:
- A- Context mapping: previous and current community mobilisation projects, actors, community functioning
- B- Implementation: work with project staff and volunteers to design relevant community participation and mobilisation techniques
- C- Training: train staff and volunteers, design adapted training modules for community members
- D- Monitoring tool and reporting: ensure adequate communication and reporting and provide a monitoring toolkit

Profile of the candidate
- Community mobilisation, income generating activity or group micro-finance expertise
- Program coordination and management
- Training of trainer skills
Linked to the function of project manager:
- Experience in implementing program related to community mobilisation, group lending (micro-credit), or related fields
- Experience in initial diagnosis, situation and needs analysis
- Experience / knowledge on children’s rights, protection and participation
- Strong project and team management skills
- Sound experience in partnership and capacity building
- Good communication, analytical and drafting skills
