Context of the position
The French Red Cross (FRC) is operational in Northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging displacements and returns of population, the FRC provides assistance in a range of sectors including WASH, livelihoods, education, shelter and relief.
In order to pursue its humanitarian assistance to the IDPs in Ninewah Governorate, the FRC has identified two main actions; one targeting displaced population off camps and a second one targeting IDPs’ camps. Additionally, based on its experience and capacity, the FRC will focus its operation on WASH and livelihood activities.
The Iraq delegation currently employs about 42 national staffs and 12 international staffs.
In 2018 FRC will continue its emergency and recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities. This includes in particular for the position of head of sub-delegation of Ninewah based in Erbil (remote):
- Continuous development of synergies with the Iraqi Red Crescent Society & with the RC / RC Movement in Iraq, in line with the FRC and its strategy in Iraq
- Joint FRC/IRCS emergency response for new waves of displacement induced by the ongoing conflict or for poorly-covered vulnerable population in Erbil and Ninewah Governorates
- Provision of livelihoods and sustainable WASH facilities & services for the IDP in camps / out of camps
The position
RESPONSIBILITIES
Under the supervision of the head of delegation in Iraq based in Dohuk, the head of sub-delegation of Ninewah based in Erbil will be in charge of the FRC teams based in Erbil and Ninewah, and to support, through FRC programs, the Iraqi Red Crescent local branches.
A- Strategy
- Pursue and reinforce the positive working partnership with IRCS at the branch level at the operational level
- Pursue and reinforce the working partnerships with PNS and the RC / RC Movement at the operational level
- Develop and increase the partnership with IRCS in all programs led by FRC for the Mosul Response
B- Representation
- Represent FRC to Iraqi Red Crescent Society in Erbil and potentially Ninewah province at the operational level
- Represent FRC to other components of Red Cross and Red Crescent Movement at the operational level
- Represent FRC to local authorities and other humanitarian actors on the field
C- Management of resources:
- The HoSD is the line manager of the logistics and administration delegate, and program managers for the Ninewah / Mosul response
- Oversee the set-up of policies, procedures, regulations, strategies, in cooperation with logistics coordinator, the financial and administrative coordinator and the program coordinator
- Make decisions regarding human resources in collaboration with financial and administrative coordinator, programs coordinator, and the head of delegation
D- Coordination
- Oversee the general organization of all FRC Departments (support and programs) in Erbil
- Be a catalyzer in programs development and implementation for the Ninewah / Mosul response (IN / OUT of camps)
- Ensure the balance of budgets with objectives and activities set in collaboration with the programs teams and the administrative and financial team
- Ensure operational relations with National Societies and IRCS, specifically within the ECHO Consortium led by FRC
E- Security
- Monitor the evolution of security context in close coordination with the head of delegation
- Ensure daily implementation of security
- Support the security & access officer seconded to IRCS under a FRC contract
- Inform the HoD of the security situation key elements

Profile of the candidate
· Educational background and experiences:
- Graduate or post-graduate degree in relevant field
- You already worked in a similar position
- Previous knowledge of FRC and RC & RC Movement
· Professional skills:
- Communication, analysis and reporting skills
- Management qualities
- Diplomatic and representation skills
- Substantial experience of operational thinking, including: identifying, analyzing, problem solving and responding to opportunities and challenges by translating these into practical plans of action
- English mandatory (oral and written), Kurdish / Arabic is an asset
· Personal skills:
- Strong interpersonal and intercultural skills
