CONTEXT OF THE POSITION
General context
The French Red Cross is operational in northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates.The French Red Cross works in partnership with the local branches of the Iraqi Red Crescent society (IRCS) according to areas of intervention. In 2017, FRC will continue its emergency and recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities. This will include in particular:
- continuous development of synergies with the Iraqi Red Crescent society
- joint FRC/IRCS contingency planning and emergency response for new waves of people displacement induced by the ongoing conflict or for poorly-covered vulnerable population
- provision of sustainable WASH facilities & services in informal settlements on Sinjar Mountain
- expanding livelihoods program in northern Iraq through
- promotion and improvement of Water use, Hygiene and Sanitation & Waste management/disposal
In order to contribute to the humanitarian assistance to the IDPs in Ninewa Governorate, French RC has identified two main actions; one targeting displaced population hosted by communities and a second one targeting IDP camps. Based on the experience and capacity of its delegation in Iraq, FRC has decided to focus its operation on water, hygiene and sanitation and livelihood program (based on WASH activities). Indeed, FRC was already implementing WASH activities to support Syrian refugees in Domiz camp in the Dohuk governorate and Yezidi IDPs in Sinjar district in Ninewa Governorate.
The position
The WASH and cash for work (CFW) program manager (PM) ensures that water and sanitation through CFW activities are standardized and implemented on time in all areas where FRC undertakes emergency / post emergency WASH programs for the IDPs in close collaboration with the camp management.
Description of activities in As Salamiyah camp:
- Improvement and extension of existing water and sanitation infrastructures:
- Operation and maintenance (O&M) of existing water and sanitation infrastructures:
- Attend the WASH cluster and CCCM meeting held in As Salamiyah camp area
- To be implemented:
- WASH / livelihood assessments when needed following the evolution of the situation
- Several similar CFW programs are expected to start in other camps and the CFW / WASH program manager would have to supervise them as coordinator (PO on each program)
Always on stand-by in a very changing and volatile situation
Description of activities out of camp:Multi-sectorial assessment in newly liberated areas
Access to safe water: distribution of bottled water, production of water (3 water treatment units set), water trucking / WTU deployment and O&M / rehabilitation of water supply infrastructure
Waste management: emergency waste collection
WASH training on M40 and M5 mobile water treatment units

Minimum 1 year of relevant international WASH or CFW experience, preferably in emergency context

Experience in Middle East
Experience in response to an emergency situation is a plus
Good technical knowledge about CFW and WASH problematic particularly on emergency water supply infrastructure and treatment units
Experience in team management
Languages: English mandatory (oral and written), Arabic is a plus
