Iraq: Head of delegation – Dohuk – IRAQI KURDISTAN – H/F

Context of the position

The French Red Cross is operational in Northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging displacements and returns of population, FRC is providing assistance in a range of sectors including WASH, Livelihoods, Shelter and Relief. With the Iraqi Red Crescent (IRCS), FRC responded to the first wave of families displaced from Mosul in October 2016 and his currently leading a consortium of six national societies responding to the Mosul crisis. The Iraq programme presently employs about 80 national staff and 9 international staff. The delegation is based in Dohuk with sub-offices in Sinoni (Sinjar District) and Erbil. In 2017, FRC will continue its emergency and recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities. This will include in particular:

  • continuous development of synergies with the Iraqi Red Crescent Society & with the RC/RC Movement in Iraq
  • joint FRC/IRCS emergency response for new waves of displacement induced by the ongoing conflict or for poorlycovered vulnerable population in Erbil, Dohuk and Ninewah Governorates
  • support of IRCS as a first-line responder to Mosul City and Tel Afar district (Relief & WASH)
  • provision of Shelter, Livelihoods and sustainable WASH facilities & services for the IDP in camps/out of camps
  • provision of livelihoods and education program in order to increase the economic opportunities of the most vulnerable population

The position

RESPONSIBILITIES

Under the supervision of the Middle-East regional representative (Desk) based in Lebanon, the head of delegation will be in charge of FRC teams and actions, especially:

  • A- Strategy
  • B- Representation
  • C- Management of resources:
  • D- Coordination
  • E- Security

HIERARCHICAL AND FUNCTIONAL LINKS

Hierarchical link

  • The HoD works under the responsibility of the Desk officer for Middle-East based in Beirut
  • The HoD is the line manager of the assistant head of delegation, logistics and admin-fin coordinators, program managers (subject to fluctuation depending on the ongoing operations)

Profile of the candidate

Educational background and experiences:

  • graduate or post-graduate degree in relevant field
  • you already worked in a similar position
  • previous knowledge of FRC and RC & RC Movement

Professional skills:

  • strong communication, analysis and reporting skills
  • management qualities
  • substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action
  • extensive knowledge and experience of project planning and budget holding, proposal and report writing
  • open to consider that “Cahier d’Hypnos” from the poet René Char is the only managerial book ever published
  • english mandatory (oral and written)
  • arabic would be an asset

  • flexible and proactive
  • good relationship, patience
  • autonomous and team-worker

The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
