Context of the position
The mission of the French Red Cross is to prevent and alleviate all human suffering, and contribute to all efforts related to protection, social welfare, prevention, education and health care. The French Red Cross is operational in the Northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, FRC is providing assistance in a range of sectors including WASH, Livelihoods, Shelter and Relief. The Iraq programme presently employs about 85 national staff and 12 international staff. The French Red Cross works in partnership with the local branches of the Iraqi Red Crescent Society. In 2016, FRC will continue its emergency and early recovery assistance for Syrian refugees, Iraqi IDPs and most vulnerable host communities. This will include in particular:
Continuous development of synergies with the Iraqi Red Crescent Societ
Contingency planning and emergency response for new waves of displacement induced by the ongoing conflict or for poorly-covered vulnerable population, in close collaboration with IRCS as implementing partner
Provision of sustainable WASH facilities & services for Syrian refugees in Domiz camp (the Kurdistan’s largest camp, with more than 45 000 people), and for the IDP population in the event of new funding opportunities (FRC closed its WASH activities in Khanke Camp & Sharya Collective in December 2015)
Expanding livelihoods program in Northern Iraq through 1) the provision of immediate temporary employment and short-term income among vulnerable returnees and the local population in Ninewa Governorate; 2) the support to the Vocational Training Centers in Dohuk & Erbil governorates; 3) the provision of professional skills and vocational training courses and the establishment of businesses support in order to increase the economic opportunities of the most vulnerable population (abused Yezidi women and SGBV/Trafficking victims, Syrian refugees, etc.)
Promotion and improvement of the access to education for the Syrian refugees and host communities children in Iraqi Kurdistan The French Red Cross delegation in Iraq manages, in partnership with Iraq Red Crescent branches a total of 4 projects, funded by UNHCR, UNDP, OCHA and Partners National Societes of the Red Cross and Red Crescent Movement.
The position
ROLE
Under the supervision of the Head of Delegation, you will be responsible of overseeing and coordinating all logistical activities in order to ensure an optimum support to the programs running.

Functional links
Collaborates with:
- The coordination team (Administrative Coordinator, Project Managers),
- The Regional Logistics Advisor.
Profile of the candidate
- Similar position on the field for an international NGO for at least 2 years.
- You hold 3 years of experience in managing humanitarian logistics, supply chain and security management.
- Experience as a manager of international & local staff
- Strong computer and communication equipment skills, including Microsoft Office applications, are required.
- Experience in managing providing professional technical advice in a broad range of logistics areas, including fleet
- management and supply chain. You have a thorough understanding of donor rules and regulations (UN, EU…).
- Previous field experience with FRC or the Red Cross Red Crescent Movement is an asset
- Experience in Middle East context is an asset
- Strong interpersonal and intercultural skills
- Ability to work under high pressure and without constant supervision
- Able to create a team work environment. Comfortable and flexible in human relations
- Rigor, flexibility and adaptability
- English mandatory (oral and written), Arabic and / or French would be an asset

The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
