Vanuatu: Head of Sub-Delegation (base coordinator) – Tanna – VANUATU – H/F

Context of the position

FRC activities today:
The FRC delegation is based in Port-Vila, capital of Vanuatu, on the island of Efate. The delegation is currently composed of a Head of Delegation, 3 Heads of Project, as well as an Admin/Fin/HR Coordinator and a Logistics Coordinator.3 projects are currently underway:
• A DRR project (TBR5 – Together Becoming Resilient);
• A project on disaster impact mitigation focusing on DRR and WASH (SCP3 – Supporting Community Planning);
• A Recovery project focusing on DRR, WASH, and Shelter (North Tanna Recovery Project).
The position of Head of Sub-Delegation is advertised in the frame of the North Tanna Recovery Program.

Purpose of the program

The Recovery program covers the same communities in North Tanna which were hit by cyclone PAM. The main objective is to support these communities in improving their resilience to natural disasters. A DRR strategy mainstreams the activities and a community based approach is used for each component of the program. Funded by the International Federation of Red Cross and Red Crescent Societies, the program is designed for a period of 20 months (November 2015 to June 2017) and has 3 complementary components: to improve the habitat and the construction techniques (Construction/Shelter), to increase access to drinking water and sanitation and to raise awareness on the importance of appropriate hygiene practices (WASH), and to support the communities in terms of preparedness for, response to and recovery from disasters (DRR). Each component is led by a Project Officer with specific expertise, under the supervision and with the support of the Head of Delegation. Project Officers are all based in Lenakel, Tanna Island.

The position

In line with and applying the principles of the RC / RC Movement (Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality), and under the authority of the Head of Delegation, based in Port-Vila, the Head of Sub-DelegationSub-Delegation is in charge of support services (logistics, administration, human resources and finance) and of the program’s coordination.

Responsibilities and duties

1) Programs

The Head of Sub-Delegation (HoSD) coordinates FRC program activities on Tanna Island and ensures their implementation taking into account the local context, national society’s policies, donor’s rules and procedures, set objectives, and means/resources allocated by FRC Delegation in Vanuatu. The Head of Sub-Delegation is in charge of the achievement of operational results as outlined in project documents and validated by the Head of Delegation.

On this basis, the Head of Sub-Delegation’s responsibilities are:
• FRC representation in Tanna
• Operational implementation of activities / programs in Tanna
2) Support Services
• Human Resources / Security Management
• Management of financial resources
• Management of material resources
• Capitalisation & Reporting

Hierarchical links
The Head of Sub-Delegation answers directly to the Head of Delegation who is based in Port-Vila.
He/She is the direct line manager of all FRC staff based in Tanna Island.
Functional links
He/She will work in close collaboration with the Logitics Coordinator and the Admin/Fin/HR Coordinator based in Port-Vila.

Profile of the candidate

Required experiences
• More than 5 years’ experience in project coordination
• More than 5 years’ operational experience in running projects
• Experience in team management
• Experience in administrative management or logistics for a delegation in an international organization
• Knowledge and/or experience of program donors (ECHO, USAID) desired
• Good knowledge of Office package (Word, Excel, PPT, Internet, etc.).

Languages
Fluency in both French and English is required.

Prerequisites

• Passport valid for more than 6 months at the moment of departure
• Up-to-date vaccination card / fitness for travel
