Background information
Phase 1 of the Sweet Recovery project is an 21-month project being implemented from October 1, 2021 through June 30, 2023. The goal of the project is to assist drought-affected households in Southern Madagascar re-establish sweetpotato production and build forward better towards a more climate-resilient production system, by providing access to quality planting material (“seed”) of adapted vitamin A rich orange-fleshed sweetpotato (OFSP) varieties and knowledge of how to store and prepare roots for enhanced food security and use as seed. At least 80,000 drought-affected households will be provided access to improved vitamin A rich, drought tolerant OFSP varieties in 9 districts in three regions (Atsimo Andrefana, Androy, and Anosy).
Objectives/ Responsibilities
The objective of the midline survey is to follow-up on the 648 households interviewed at baseline in the 9 target district concerning the current state food insecurity and dietary diversity; the level of sweetpotato production and utilization and knowledge of growers in households who have received OFSP sweetpotato vines under Sweet Recovery. The survey will explore in depth current seed practices and determine the most preferred varieties in use and assess what they have learned from participating in various trainings. In addition, with the expectation of phase 2, an additional 288 households will be added to the original sample, drawn from the beneficiary lists for those receiving material since December 2022. For the consumer awareness survey, 21 markets will be surveyed, with 80 individuals using those markets interviewed about whether they have heard of and/or consumed OFSP and have basic knowledge of its benefits.
Deliverables and Deadlines
1. Approved midline and consumer awareness survey forms in English and Malagasy, with the Malagasy version installed in the digital tool KobotToolbox and agreed upon sampling strategy.

2. Assure the success hiring of enumerators and initiation of the consumer awareness survey
3 weeks after signing of the contract
3. Assure the successful setup of the midline survey and data collection process
4 weeks after signing of the contract
4. Preliminary set of results tables subsequent to cleaning of the data
1 week after team has completed collecting the data
5. Preliminary report
2 weeks after producing the preliminary results tables
6. Final baseline survey report, approved after responding to comments from CIP
1 week after receiving comments back from the CIP team reviewing the report
7. Cleaned database, with metadata and codebook provided, meeting open access standards
1 week after finalizing the baseline report
Duration of assignment (working days): 88 days
This will be based on deliverables, not a daily rate, given that the consultant will be hiring enumerators and conducting the training, etc. of the team
Is the consultant required to travel? Yes.
*As per our policies CIP does not provide per diem to consultants. If the consultant requires funds for operational expenses a payment in advance can be provided. The consultant shall submit liquidation of expenses attaching all receipts together with an invoice to request reimbursement.
COMMENTS: The consultant will travel to Fort Dauphin in Southern Madagascar to conduct the training of the field enumerators during 7 days and 6 nights. S/He will be reimbursed for a ticket (estimated cost $500 USD) and accommodation upon submitting receipts or CIP will pay for those items separately.
CIP will support the renting of the vehicles and fuel for the surveys.
