“Enhancing Uptake of Improved Potato Varieties through Quality Seed Potato Production and Delivery Mechanisms in Rwanda”, PASTTA 2 is a USAID funded project implemented in Rwanda focusing on five major potato producing districts (Rubavu, Musanze, Nyabihu, Burera, and Gicumbi). The five districts are responsible for more than 70% of the national annual potato production (970,000 tons in 2019 from 107,000 ha).
The overall objective of PASTTA2 project is to strengthen the seed potato system by enhancing promotion and uptake of new varieties through novel improvements in quality seed potato production capacity and delivery mechanisms in Rwanda.
PASTTA 2 ‘s specific objectives are: (i) enhanced capacity of public and private sector to produce seed potato of climate-smart, pest and disease tolerant, and market-demanded potato varieties, and (ii) enhanced capacity of regulatory body in seed potato inspection and certification and other quality assurance.
We are seeking to hire a consultant to develop a model for sustainable seed potato supply chain at country-level, synchronizing all steps in the multiplication process considering targets in land availability, seed production tonnage, and quality assurance. This will be achieved in two steps:
- Assess the current situation of seed potato production, including the roles of key stakeholders in terms of current production of different seed generations, capacity to produce different seed classes, and provision of support services to seed producers.
- Develop a plan for synchronizing seed potato production of different actors through sector coordination to match supply and demand of seed potato.
Specifically, the consultant will be to:
- Develop and present methodology for needs assessment.
- Gather and review secondary sources of relevant information/data including data from CIP, RAB and RICA.
- Conduct stakeholder’s workshop/ focused group discussions to identify key challenges of stakeholders along the potato seed value chain.
- Collect and analyze the needs assessment data.
- Present the analyzed data, key findings and recommendations to stakeholders for validation.
- Prepare the country seed potato needs assessment reports.
- Prepare the country level seed potato plan.
- Submit the final seed potato needs assessment report (deliverable 1) and seed potato plan (deliverable 2).
Deliverables
- Methodology for seed potato needs assessment.
- Stakeholders workshop/focused group discussions.
- Collection, analyzing and presentation of Analyzed data, key findings and recommendations to stakeholders for validation.
- Submit country level seed potato needs assessment report.
- Submit country level seed potato plan - synchronizing all steps in the multiplication process considering targets in land availability, seed production tonnage, and quality assurance.
Qualifications/special skills
- MSc in Agriculture, Agricultural Economics, Agricultural and Applied Economics, Agribusiness, or related field.
- Minimum 15 years of experience in a related field.
- Knowledge of seed potato system development and approaches in SSA.
- Sufficient knowledge in seed systems development in SSA.
- Extensive international experience working on agricultural programs including in SSA.
- Experience in conducting crop related needs assessment/situational analysis.
- Extensive experience working with interdisciplinary teams.
- Excellent communication and writing skills.
- Knowledge and experience working in the CGIAR in an added advantage.
Expected duration and conditions:
- This consultancy contract is for 30 days on a retainer basis. Six weeks will be given for completing the entire assignment.
- The payment is a fixed and consolidated fee based on a daily rate.
