Context of the position
Since 2012, the French Red Cross (FRC) and the Solomon Islands Red Cross Society (SIRCS) are running the “Supporting Community Planning” (SCP) program, USAID/OFDA-funded. This program complements the TBR intervention in facilitating the implementation of the Village Risk Reduction Action Plans (VRRAP). These activities mainly include access to safe water for target villages as a key component as community resilience, construction / rehabilitation of cyclone resistant community houses and improvement of radio communications to enable more reliable early-warning systems, needs assessments and response coordination. From September 2013 to April 2015, the SIRCS and FRC implemented the “Supporting Community Planning: Mitigating the Impact of Disasters by Coping with Water Challenges (SCP2)” program. Again, funded by USAID/OFDA, this program was built on the experience of SCP1, and aimed at providing additional water infrastructure to vulnerable communities in Malaita and Guadalcanal provinces.
FRC activities today
The delegation is based in Honiara, capital of Solomon Islands, on the island of Guadalcanal. The delegation of the Solomon Islands is currently composed of a head of delegation, a log/admin Coordinator and one project manager.
Currently, one project is underway:
o The third phase of the project "Supporting Community Planning: Reducing vulnerabilities of communities exposed to natural disasters by implementing DRR and WASH mitigation measures (SCP3)", officially began in May 2015 to last until April 2018. It targets 9 communities in Guadalcanal and Savo islands.
This recruitment is taking place in the framework of SCP3 program. The main activities carried out under SCP3 program are the following:
WASH
• At community level (9 communities outside Honiara): Water facilities and Water Social Management,Sanitation,Hygiene Promotion (strong focus on handwashing and water management at home), Environmental Health (integrated and implemented simultaneously with the 3 others components).
• At school level (4 schools in Honiara): Water facilities, Sanitatio, Hygiene promotio,Environmental Health (integrated and implemented simultaneously with the 3 others components).

DRR
• Community-based DRR process in the new communities
• Refreshing DRR capacities in former TBR communities and schools
These projects also aim at:
• Strengthening the capacities of the SIRCS staff on WASH activities (especially representation with other WASH partners).
• Strengthening the capacities of ministries and local authorities’ staff, encouraging them to get involved in projects’ activities, especially those related to water facilities, and taking into account their comments and consent for the following steps of the project.
The position
Objectives:
In line with and applying the principles of RC / RC Movement (Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality), and under the authority of the Head of Delegation based in Honiara, the WatSan Head of Project Officer’s objectives are:
• To ensure the implementation and monitoring of Supporting Community Planning 3 program in the Solomon Islands, in accordance with the projects’ terms of reference (project proposal, partnership agreements, activities, budget, timetable, donors’ rules and procedures)
• To lead the partnership with the SIRCS, the operational partner in the country, as well as with other RC Movement’s partners (especially the IFRC and the Australian Red Cross) and external partners (RWASH, NDMO, MEHRD, national and local authorities, local NGOs, etc.)
• To ensure the project’s technical capitalization and facilitate the technical coordination between WASH and DRR sectors.
Line Management:
Hierarchical Link:
• Works under the direct responsibility of the Head of Delegation in the Solomon Islands
• He/she is responsible of a team of 2 staff based in Honiara and volunteers for hygiene promotion.
Functional Link:
• Works closely with the SIRCS (mainly the Branch Manager and the DM Manager);
• Works under the technical supervision of the FRC Regional WatSan Referent and of the FRC Regional DRR Referent, both based in Asia;
• Works in coordination with the Admin/Fin and Logistics Coordinator for the accounting and financial reporting and the procurement process monitoring.
Profile of the candidate
Languages:
English mandatory (working language with the SIRCS).French is an asset.
Requirements and skills:
• 2 to 5 years of relevant international experience, if possible within the Red Cross Movement
• Significant experience of project management and organizational development
• Relevant experience in implementing community-based projects
• Experience in logistics
• Experience in budget and accounting monitoring (basic)
• Knowledge and/or experience of working with the project donors (USAID) is strongly appreciated
• Experience in managing teams
• Ability to live in and adapt to an isolated insular environment (difficulties to travel on the field, work in small communities, deteriorated sanitation infrastructures, irregular supplies)
• Experience in mobile data collection (ODK) is an asset
EDUCATION:
Relevant educational background in engineering, WASH profile with strong knowledge of DRR.
