Iraq: Livelihood program manager – IRAQI KURDISTAN – Dohuk – H/F

Context of the position

The French Red Cross is operational in northern Iraq since 2013, specifically in Dohuk, Ninewa and Erbil governorates. FRC is providing assistance in a range of sectors including WASH, livelihoods, shelter and relief. The Iraq programme presently employs about 85 national staff and 12 international staff.
The French Red Cross works in partnership with the local branches of the Iraqi Red Crescent Society (IRCS). In 2016, FRC will continue its emergency and early recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities. This will include in particular:
• Continuous development of synergies with the Iraqi Red Crescent Society.
• Joint FRC/IRCS contingency planning and emergency response for new waves of people displacement induced by the ongoing conflict or for poorly-covered vulnerable population.
• Provision of sustainable WASH facilities & services for Syrian refugees in Domiz camp (the Kurdistan’s largest camp, with more than 45 000 people), and for the IDP population in the event of new funding opportunities.
• Expanding livelihoods program in northern Iraq.
The French Red Cross is looking for a program manager to oversee the implementation of two synergetic livelihood projects:
1) The first project aims at supporting economic independence, resilience and self-reliance of abused Yezidi women and SGBV/trafficking victims through increase of economic opportunities and risks mitigation of social tension in Dohuk governorate. The objectives are threefold:
• Offer adapted vocational training according to the local labor market needs identified through a labor market assessment.
• Facilitate the target group’s employment by offering access to job services and supporting business creation through training, individual coaching and conditional cash grant.
• Provide psycho-social support to the target beneficiaries.
2) The second project aims at strengthening livelihoods opportunities of vulnerable Syrian refugees and host-communities living in Dohuk and Erbil governorates in order to increase their resilience and self-reliance. The objectives are threefold:
• Reinforce the existing structures of vocational training centers and job centers in the two northern governorates of Dohuk and Erbil, in collaboration with the ministry of labor and social affairs (MOLSA).
• Create a mobile training unit placed under the umbrella of the MOLSA and using local vocational training materials and trainers to reach un-served / isolated populations;
• Offer vocational training courses and business start-up support to vulnerable Syrian refugees and host-communities.

The position

Purpose of job:
The livelihoods program manager will have direct program management responsibilities for two specific livelihoods program in Dohuk & Erbil governorates.
Responsibilities:
• A - Project management and development
• B - Team management
• C - Grant management and reporting
• D - Coordination & representation
Hierarchical link:
• The livelihood PM works under the responsibility of the FRC livelihood coordinator.
• The livelihood PM is the line manager of 6 project staff.
Functional:
• The FRC program managers and the technical advisor based in HQ.
• The FRC departments (logistics, administration/finance).
External:
• The institutional and technical partners of the projects.

The profile of the candidate

EDUCATION

Degree and/or experience in social economy and/or social science, with experience in livelihood (vocational training, business support…) and/or protection projects.

LANGUAGES
• Good command of English.
• Arabic and/or Kurdish are/is an asset.
POSITION REQUIREMENT
• Relational & interpersonal ease.
• Strong ability and appetence to mobilize and coordinate with various institutional and technical partners around the project.
• Good understanding on gender issues.
• Strong listening, comprehension and dialogue skills.
• Sense of responsibility, team spirit.
• Strong work organization and coordination skills.
• Ability to work under pressure and adapt promptly in a security-volatile environment.
EXPERIENCES AND ABILITIES
• Experience in livelihood project management with an international NGO.
• Experience in social & economic integration in France or in other countries.
• Experience in participative methodologies.
• Experience in multi confessional and/or multi-ethnic environments.
• Experience with displaced/refugee population.
• Experience in staff & team management and ability to work with various profiles in a multilingual environment.
• Experience in institutional capacity building.
• Knowledge of the Red Cross Red Crescent Movement an asset.
• Experience in Middle East an asset.
• Good command of the MS office pack.
• Strong writing skills.

Location : Dohuk, Iraqi Kurdistan
Duration: 8 months

• Passport valid for more than 6 months at the moment of departure
