Context of the position
The FRC opened a delegation in Vanuatu in June 2007, which was composed of a Head of Delegation and an Administrative Assistant both based in Port-Vila on Efate Island. The main objective was to reinforce the VRCS’ capacities and to help them develop their activities as well as keeping a permanent watch on humanitarian issues. This delegation for instance supported the emergency response organized by the PIROPS in the Solomon Islands.
FRC activities today
The delegation is based in Port-Vila, capital of Vanuatu, on the island of Efate. The Vanuatu was recently reorganized because of the division in September 2013 of a single delegation comprising the Solomon islands and Vanuatu, which was under the responsibility of a single head of delegation.
Three projects are currently underway:
- TBR 5 project developed in Torba province and which came after TBR3 project. This project is implemented in consortium with save the children (lead), care and oxfam, and is funded by ECHO. It started in July 2015 for duration of 18 months.
- A DRR and mitigation project was launched in north Tanna after cyclone PAM hit Vanuatu on March 13th 2015. This is a 20-month project which started in September 2015. It is financed by the IFRC APPEAL funds and FRC dedicated funds.
- The SCP3 project for which the positioned advertised here is opened. It is a 36-months DRR and mitigation project, funded by OFDA. It complements TBR4 and TBR5 projects with its DRR component. The project activities include water access, hygiene promotion and DRR. The project started on July 1st 2015.

- Activities to increase public awareness of the importance of being prepared in case of a disaster.
- Mitigation activities on access to drinking water and reinforcement of community evacuation centers.
- Hygiene promotion activities.
The position
In line with and applying the principles of the RC / RC movement (humanity, impartiality, neutrality, independence, voluntary service, unity and universality), and under the authority of the head of delegation based in Port-Vila, the WatSan/DRR head of project officer’s objectives are:
- To ensure the implementation and monitoring of supporting community planning 3 project in Vanuatu, in accordance with the projects’ terms of reference (project proposal, partnership agreement between the FRC and the VRCS, activities, budget, timetable, the FRC, VRCS and OFDA’s rules and procedures).
- To manage the project’s team.
- To ensure the project’s external representation in link with VRCS management with partners working on Watsan in the country.
- To contribute to strengthening the capacities of the VRCS: meaning having a role of technical adviser for VRCS regarding WatSan projects as asked by the VRCS health delegate.
- To contribute to the development of the FRC in Vanuatu.

Hierarchical Link:
- Works under the direct responsibility of the head of delegation in Vanuatu based in Port-Vila.
Functional Link:
- Works closely with the VRCS as a technical adviser.
- Works with the FRC regional WatSan delegate based in Laos and the FRC DRR referent based in Paris. These two people take part to the definition of the head of project’s objectives and validate the technical aspects of the project.
- Works in coordination with the mission’s support services and the other heads of project.
- Works in coordination with the VRCS health manager and the VRCS disaster management coordinator as technical advisor.
The profile of the candidate
LANGUAGE PROFICIENCY:
English: full professional proficiency
French: native or bilingual proficiency
SKILLS:
This position requires extensive experience in project management, and more particularly in multisectoral projects which include simultaneously WatSan and DRR activities.
Because of the project two components (WASH and DRR), the head of project has to provide a two-fold expertise to ensure a good quality implementation in both project components.
- Significant international experience, 2 to 5 years, (having worked for the RC-RC movement would be an asset).
- Significant experience in humanitarian project management in WatSan, more than 5 years of experience are required as head of project.
- Significant experience in humanitarian project management in DRR, more than 5 years of experience are required as head of project.
- Experience in community-based project implementation.
- Experience in logistics is desirable.
- Experience in budget monitoring and accounting (basic).
- Knowledge of USAID as a donor would be highly appreciated.
- Experience in team management.
- Ability to live in remote areas (field visits are difficult, work is taking place in remote communities, sanitation systems are poor and supplies are coming in irregularly).
EDUCATION:
Relevant educational background in engineering, WatSan profile. Location : Port-Vila , VANUATU
