Lao People's Democratic Republic (the): Technical Support / Project Cycle Delegate - Vientiane - LAOS - H/F

Context of the position
FRC in Laos currently works on 5 projects: with the Lao Red Cross:

Strengthening the Role and Capacity of Lao Civil Society Organizations in Promoting Access to Essential Healthcare Services for Key populations and People Living with HIV” in Lao PDR: this is a 36 month project (1st March 2014 – 28 February 2017) in which FRC works in collaboration with 2 Lao organisations (LaoPHA and APL+) in order to advocate the Lao Government on implementing strategic policies for sexual minorities (Men having Sex with Men, Transgender, etc.) and more generally for people living with HIV/AIDS. This project is funded by the European Union in the framework of its European Instrument for Democracy and Human Rights (EIDHR).

Promotion of Good Governance Mechanism within the CCM Reform Framework in Laos and Enhancement of the Global Fund Strategy, by Bringing Together State and Civil Society Actors: this is a 42 month project (1st July 2014 – 31st December 2017) with the main aim to strengthen the participation of the Lao civil society in the fight against HIV/AIDS and against the discrimination of people infected by a disease or at risk. This project is funded by Expertise France in the framework of Initiative 5% canal 2 project.

NUFNIP - Northern Uplands Food and Nutrition Security Improvement Project: this is a 48 month consortium project which started in February 2016 and led by the Suisse NGO Helvetas. Nutrition and food security components are managed by Helvetas with the support of Save the Children International for the nutrition component. The French Red Cross is in charge of the water supply component (Integrated Water Resources Management) in terms of technical expertise only. This project is funded by the European Union.

Health & Road Safety in Thakhek, Khammouane Province, Lao PDR : Participatory Diagnosis and multi-sectorial Action Plan (step 1): this is an 8 month project (May 2016 – December 2016) funded by the Region Auvergne Rhone-Alpes (French donor). The main objective is to initiate a road safety culture in Thakhek via the sensitization and training of key road actors with the final aim to reduce the social & economical costs generated by road accidents and traumas they cause.

Scaling up Community Based Disaster Risk Management (CBDRM) and school safety in Lao PDR – DIPECHO: this is an 18 month DRR consortium project which started in May 2016. French Red Cross works with Oxfam Solidarite Belgium, CARE, and Save the Children International (leading agency). The main aim is to improve the management of the disaster preparation / response of the Lao government via activities in Vientiane Capital but in 4 distinct Provinces too. This project is funded by the European Union.

The position
Overall Objectives:
• Technically support the Project Manager(s) (Lao national) in planning, implementing, monitoring and evaluating activities;
• Provide technical advices and support on specific aspects of the project(s) ‘Good Governance’, “Gender approach”, etc. in order to further build FRC’s knowledge and expertise (capitalisation en francais) – research and literature reviews, etc.;
• Coach and train FRC Project Manager(s) (Lao nationals) on adapted internal & external coordination & communication with partners and stakeholders (including donor reports validation);
• Ensure FRC project(s) overall quality.
Responsibilities of the delegate:
The Technical Support Project Cycle will closely work with the FRC Head of Delegation, FRC Project Manager(s) and projects teams. S/He might also interact with the partners involved in the project(s) and will participate to the activity implementation decision-making. The main objective of this technical assistance is to support and advise the project(s) teams in consolidating the project(s) overall quality, efficiency and impact.
The position includes (but is not limited to) the following responsibilities:
• 1. Ensure the quality of the project(s) during planning, implementation, monitoring, and evaluation phases;
• 2. Provide FRC team(s) with specific supports and advices to consolidate their understanding / knowledge of technical aspects of their project(s) and to be re-used by FRC team(s) to train FRC partners;
• 3. Coach FRC Project(s) Manager(s) and project teams on adapted communication, coordination, and reporting skills.

Profile of the candidate
The candidate will closely work with the FRC Project(s) Manager(s) and under the direct supervision of the FRC Head of Delegation. S/He will have the opportunity to interact with the partners involved in the project decision-making and implementation.
• Master’s Degree in Humanitarian Project Management, Business Administration, Political Sciences, Public Health, Sociology or related field;
• At least 5 years’ experience as Project Manager or Technical Advisor, preferably at the international level;
• Fluent written/spoken English language required, French and Lao being added value;
• Strong organizational & reporting skills;
• Good communication skills (written, verbal and interpersonal) and pro-active in coordination mechanisms;
• Excellent leadership skills adapted to South-East Asia context.
Assets:
• Management working experience in South-East Asia – previous working experiences in Laos being a strong asset;
• Interest in working on development projects as well as sporadic emergency responses;
• Knowledge on CCM / Global Fund / Governance and/or Gender issues;
• Demonstrated capacities in evolving into a multi stakeholders environment (consortium).

Location : Vientiane - LAOS
Duration: 12 months

Prerequisites
• Passport valid for more than 6 months at the moment of departure
• Up-to-date vaccination card / fitness for travel
