Iraq: GIS expert – Dohuk – IRAQI KURDISTAN – H/F

Context of the position

FRC’s current programming in Kurdistan is fourfold:

  • FRC has been supporting Syrian refugees in Domiz camp (the Kurdistan’s largest camp, with more than 52 000 people) since end of 2013, with distribution of Non-Food Items (NFI - hygiene and winterization) and WASH activities. In 2015, FRC is still targeting more than 5,500 households through care and maintenance of WASH infrastructures, drainage channels construction, black and grey water management, latrines desludging, and hygiene promotion, with a strong focus on community mobilization;
  • Since summer 2014, FRC has been supporting Internally Displaced People (IDPs) settled in host communities (Sharia) through NFI distributions (hygiene kits, baby kits, cooking kits, sleeping kits, cleaning kits), construction/rehabilitation of WASH infrastructures, hygiene promotion and solid waste management;
  • In addition, activities targeting IDPs have been launched in Khanke camp, hosting an estimated 3120 Yezidi HHs. The purpose of this FRC project is to ensure IDP families have access to and use safe water and sanitation, and adopt adequate hygiene practices;
  • FRC has extended its action to Iraqi returnees in Zumar sub-district, a newly freed area. Started in August 2015, the project aims at improving the quality of living conditions through livelihood activities among vulnerable returnees and the local population in Zumar and surrounding villages.

FRC 2015 strategy in Kurdistan includes the following axes, depending on emerging needs and funding opportunities:

  • Develop synergies with and capacity building of the Iraqi Red Crescent Society;
  • Address WASH needs of refugees and IDPs in camps and non-camps, and develop HP activities in schools;
  • Extend support to the vocational training center in Dohuk
  • Expand livelihood interventions in newly freed areas, and develop ones towards IDPs both in camps and non-camps;
  • Contingency planning and emergency response for new waves of displacement induced by ongoing and forecasted fighting between Iraqi forces / Peshmargas and armed groups.

The position

After more than 2 years, Domiz Camp has reached a relevant size and the complexity of the situation most often forces all stakeholders to consider some risks as unavoidable mainly due to the topography of the area and the population density. Although generally speaking the impact of incidents is to be considered low if compared to other similar situation, yet much could be done in terms of risk reduction.

The scope of the DRR (disaster risk reduction) activities is to start a positive loop of CBDRR (Community based DRR) in line with the best known practices in other refugees camps. Beneficiaries of this activity will be the whole population represented in DRR committees. FRC will facilitate the creation of the DRR committees (1 in each quarter) or their inclusion in other forms of CBO in the camp.

As a second objective, based on previous positive experiences in Iraq and other countries in the Middle East in similar context, FRC GIS Expert will guide the WASH committee and DRR committees in the identification of risks and in the preparation and implementation of contingency plans to reduce them.

In addition, a parallel activity will be carried by FRC staff to introduce at HH level the concept of family emergency planning. The activity will be mostly managed through FG discussions and collective training conducted in the quarters.

Responsibilities:

  • A- Mapping of Domiz camp’s WASH facilities
  • B- Identification and risks mapping in Domiz camp
  • C- Training on GIS and contribution to the DRR strategy

Hierarchical link:

The GIS expert works under the responsibility of the program manager of Domiz based in Dohuk.

Functional link:

The GIS expert will collaborate closely with:

  • The Disaster Risks Reduction (DRR) and WASH departments at HQ level;
  • The different poles of the FRC delegation in Iraq (logistic and administration/finance coordination);
  • The Planning, Monitoring, Evaluation and Reporting (PMER) delegate (Quality Department);
  • The institutional and technical partners of the project.

The candidate profile

Education:

  • Degree in Geography / Geographic information system with experience in Disaster Risk Reduction and/or Water, Sanitation and Hygiene projects.

Position requirement:

  • Strong listening, comprehension and dialogue skills

  • Excel/data software advanced knowledge

  • Ability to mobilize various institutional and technical partners around the project and its challenges

Experiences and abilities:

  • Minimum 2 years of GIS experience
  • Good knowledge about WASH and/or Disaster Risks Reduction problematic
  • Experience in refugees camps is a plus
  • Experience or knowledge of the Red Cross Movement would be an asset
  • Experience in Middle East would be a very appreciated plus

Languages:

  • English compulsory
  • Arabic and/ or Kurdish are a plus

Location : Dohuk, IRAQI KURDISTAN

Duration: 02 months

Prerequisites

  • Passport valid for more than 6 months at the moment of departure
  • Up-to-date vaccination card / fitness for travel
