Consultancy for a support on the project design and proposal elaboration

1. Context

Created in 2005, the Regional Intervention Platform for the Americas and the Caribbean (PIRAC) is the representative delegation of the French Red Cross for the Caribbean region and its operational mechanism for humanitarian action and regional cooperation. PIRAC assists the Caribbean populations in all major disasters and works to develop actions to strengthen the resilience of the populations in the French territories as well as in the countries of the Caribbean arc and the Guiana plateau.

In the Caribbean, PIRAC is conducting several projects related to disaster and crisis preparedness and disaster risk reduction at the population level.

Since 2018, the PIRAC has implemented two projects with the same approach : – the Logistics Enhancement Project during two phases: phase 1 (2018-2019) and phase 2 (2019-2021) funded by ECHO and a project in consortium with the IFCR, the “Preparedness for effective disaster response in a multi-hazard context

In the programmatic continuity, PIRAC will submit a proposal for funding from the new 2022 HIP ECHO Latin America and Caribbean funding with a mullti hazard approach including the epidemic.

The project will have three components:

– A regional component;

– A tailored approach the strengthening of emergency response capacities in logistics sector of partner NS;

– A crisis modifier.

2. General Objective of the consultancy

Identify and co-write the project proposal that will be proposed for HIP ECHO 2022 funding for the Americas/Caribbean area.

The specific objectives of the mission are:

1/ Consult with the NS partners who will be included in the project to identify the needs and activities that will meet their needs in the project.

2/ Define the activities of the project that will be submitted on 02/08/2022 to ECHO according to a programmatic logic linking the previous and ongoing project carried out by PIRAC in the 3 components.

3/ Co-construct and co-write the project proposal that will be the subject of the funding request to ECHO according to the format, single form.

3. Expected deliverables

The deliverables expected for this consultancy are:

– Deliverable 1: A report with the information collected and consolidated. It will constitute an annexe of the proposal

– Deliverable 2: an operational/methodology note, which explains the step of implementation which will use as a guideline of implementation for the project manager who will be in charge of the implementation of the project.

4. Consultant Profile

This evaluation mission should be carried out by a consultant with:

– Academic background in logistics and/or disaster preparedness, management and response

– At least 10 years of experience in the field in project management

– Experience in ECHO project proposal

– Experience in logistics in the humanitarian sector

– Good knowledge of the Caribbean context

– Knowledge of English is compulsory

– Knowledge of the Red Cross Movement is an asset

5. Deadlines for submission

Proposals meeting ToR requirements have to include the following information:

  1. Name and address of the consultant

  2. Expression of interest outlining how the consultant meets the selection criteria and its understanding of the ToR

  3. A summarized description of the scope of work as well as a tentative work plan including activities and time frames

  4. Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted

  5. Curriculum Vitae outlining relevant qualifications and experience

  6. Detailed financial proposal (unit price and total price, Price excl. tax / price incl. tax, currency)

  7. Payment conditions and settlement procedures

  8. Date and tender validity limit

  9. Guarantee offered

6. Budget The overall estimated cost for this assignment is proposed by the consultant. It will include the materials needed to conduct the consultancy.

Interested service providers must submit a technical and financial proposal within 5 days of the release of these terms of reference.
