Context of the position

French Red Cross in the Caribbean:

Since 20 years the French Red Cross (FRC) is present in the Caribbean area. In 2004, it created a regional platform, named PIRAC (Plateforme d’Intervention Régionale Amériques-Caraïbes) aiming at driving relief operations in the French territories but also in the neighboring countries in case of disaster.

Since June 2007 emergency stocks have been pre-positioned in Guadeloupe, Martinique and French Guyana. Emergency teams have been deployed 17 times so far.

The PIRAC also aims at promoting international partnerships between FRC and the Red Cross societies of the Lesser Antilles region. It leads mostly Disaster Risk Reduction (DRR) projects, always in collaboration with the Red Cross National Societies. It addresses the full disaster management cycle (risk reduction at the community level, response preparedness, disaster response and recovery). It supported projects since 2008 in following territories: Haiti, Granada, Dominica, Saint Lucia, Saint Vincent & the Grenadines, Barbados, St Kitts and Nevis, Jamaica and Surinam.

The position

POSITION OBJECTIVES

Respecting and applying the principles of RC / RC Movement (Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality), and under the authority of the head of delegation based in Guadeloupe, the country representative/DRR project manager’s main tasks are:

  • To lead, supervise and monitor the project activities implementation;
  • To take part to the project’s external representation and to build the capacity of the national society;
  • To manage project support services (administration and logistics) with the support of the PIRAC;
  • To define lessons learnt and capitalize on experience.

HIERARCHICAL LINK

  • Under the authority of the PIRAC Head of Delegation based in Guadeloupe;
  • Supervise operational team:

  • 1 national coordinator of the activities from the National Society;

  • 1 national logistician administrator;

  • 1 coordinator of the community activities.

FUNCTIONAL LINK

  • Functional link with the different DRR Technical Expertise Unit (FRC Headquarter) based in Paris.

The candidate profile

LANGUAGES:

  • Excellent command of English;
  • French is an asset.

PROFILE:

  • Multi-skilled, flexible with a strong capacity of adaptation;
  • Stress and team management;
  • Communication and representation skills;
  • Acute sense of diplomacy, patience, tenacity, teaching skills.

Mandatory:

  • Experience / Knowledge of Caribbean region;
  • Significant experience in DRR project management (Natural Disaster Risks, Geography, Environment and Hydrology);
  • Solid experience in institutional support to local and national authorities;
  • At least two years international experience.

Desirable:

  • Red Cross Experience – strong asset;
  • Experience with ECHO, DIPECHO funded projects is an asset;
  • Experienced in working with communities;
  • Relevant educational background in Natural Disaster Risks, Geography, Environment or other DRR related courses.

Prerequisites:

  • Passport valid for more than 6 months at the moment of departure
  • Up-to-date vaccination card / fitness for travel

Localisation: Saint Vincent et Grenadines

Duration: 05 months

It is intended for all: volunteers, employees, members or people wishing to get more information on the biggest humanitarian movement in the world.

Stay safe is intended for every staffin a position to carry out international missions on behalf of the Federation or a National Society of the Red Cross Red Crescent Movement. The course aims at developing a common culture of security management within the Movement in order to enable a better understanding of the main threats and risks for humanitarian actors in the field, and offers solutions to restrain their impact.
