Human Resources Specialist - Payroll and staff administration

The International Potato Center (CIP) is looking for a bilingual and dynamic Human Resources Specialist with high level of commitment and excellent organizational skills to provide support to the People and Organizational Development department.

About the role:
The objective of this position is to perform a variety of duties on HR services support, mainly managing and administrating national payroll to ensure accuracy of information. The person selected will be based in HQ-Lima, Peru and will report directly to the Compensation & Benefits Manager in Human Resources.

Key responsibilities:

• Manage the NRS payroll according to the designated budget in a timely manner in close coordination with the external accountant outsourcing company.
• Administrate, coordinate and monitor closely all NRS staff benefits programs (e.g. vacations, pension, income tax, loans and so on) and handle all inquiries and complaints regarding them.
• Responsible of processing the payments according labor law, deadlines for the different government and private entities: taxes of staff and consultants, retentions, private and public pension contributions, CTS in close coordination with finance team and the external accountant outsourcing company.
• Support in the TM process issuing the letters for NRS staff regarding promotions, salary increases, changes of positions, etc. and duly implementation in the payroll and HR systems.
• Informs new staff about the HR policies, HR handbook and regulations.
• Responsible to administrate and monitor the exit procedure for NRS staff, updating and registering in the system and the different areas of the organization.
• HR systems management: ensure that the information in the HR system (ERP) is up to date.
• Prepare a full costing for new positions to confirm with Finance unit the availability of funds.
• Participate in the development of the unit’s agenda and policies and provide recommendations in areas of responsibility.
• Build strong work relationship with NRS staff, HR BPs, in order to assist them with queries/ requests and to deal with employee’s issues.
• Maintain detailed records and documentation of payroll functions for audit purposes, in accordance with legal requirements. Provide and prepare information and support documentation as requested to auditors.
• Prepare KPI indicators of the area and presentations for the Board and Managers as requested.
• Comply with applicable health and safety CIP policies and procedures.

What are we looking for?

• Bachelor´s degree in Business Administration, Industrial Engineering, Accountant or related field.
• At least 5 years of relevant experience in in managing and administrating national payroll.
• Proven experience in Human Resources processes, policies and KPIs.
• Specialization or wide knowledge in Peruvian labor legislation.
• Proficient in MS Office and experience working with some HR ERP.
• Advance level in English.
• Interpersonal communication and strong teamwork skills.
• Customer service oriented to support colleagues in HR and all CIP staff in HQ.
