About the role
In order to strengthen monitoring and evaluation in the Education sector an Independent Monitoring Unit (IMU) has been set up by the E&SE Department (ESED). The IMU monitors all public sector schools located in all 25 districts in the province and gather school level data on a regular basis. To enable evidence-based decision making and planning at provincial and district levels, real-time access to IMU data has been provided to key decision makers at all levels.
The data collected by the monitors is used for generating reports for analysis and decision making. Before the IMU data is used for any decision making, it is important that it is properly maintained, cleaned and analysed on a regular basis. Support is thus required to ensure data integrity and resolve all database related issues, and to generate reports for the KESP TA team, DFID and ESED.
The purpose of this role is to ensure that IMU data is properly maintained, cleaned and analysed on a regular basis by supporting data integrity, resolving all database related issues, and generating reports for the KESP TA team, DFID and ESED.
Duties and Responsibilities
In order to undertake this activity, the services of an IT advisor with sufficient technical experience of developing and designing the structure of secure databases are required. The advisor will have full command of SQL SERVER and query writing for any type of report generation. The advisor will also be required to develop software to be used to generate reports of all schools from IMU database for other interventions, such as the teachers’ incentive programme.
The advisor should have significant experience of database management, supervision and maintenance. He/She will be required to keep the data clean and provide support to the IMU Lead Advisor and the IMU in the generation of various reports on any format depending upon the need. The advisor is expected to perform the following core functions during the course of this engagement:
· Database management, modelling, supervision, maintenance and backup procedures
· Database cleaning, merging, verification and validation
· Preparation and development of operating manuals/guidelines for monitors/DMOs
· Training of end-users on accessing IMU data and generation of different reports
· Close interaction with the IT providers and suggest measures to improve database
· Integration of various databases maintained by the ESED
Core Skills and Experience
- Technical Expertise: The advisor should have full command of SQL SERVER and query writing for report generation and have experience utilising these skills in similarly large scale data systems.
- Management Expertise: The role will require strong team work, networking and coordination skills as the candidate will be working between two teams, the Technical Assistance team as well as the IMU team. The Candidate will need strong time management skills in order to be able to coordinate work and deadlines between the two teams.
- Contextual Expertise: The IMU data administrator will have direct experience working in senior levels of local governments and IT firms in the Pakistan or similar development context. Knowledge of government systems in Khyber Pakhtunkhwa will be an advantage.
- Qualifications and Experience:
- A minimum 5 years of experience in a relevant role
- Advanced university degree in IT, Management Information Systems, Computing or other relevant fields
- MS SQL Server essential.
- Ability to gather and organise information and resources, compile data, and to synthesize knowledge from diverse sources of information.
- Outstanding written and verbal English is essential
- Fluency in at least one national language, particularly Pashto, is desirable

Timeframe, Duration and Location
The role is expected to require 130 days from 1st October until 30th June 2016.
The IMU Data Administrator will be based in ASI’s offices in Peshawar with regular travel to KP Districts and Islamabad as required.
