Uganda: Call for Proposals: SUGAR TAF End of Programme Review

The SUGAR TAF programme is calling for proposals for an evaluation team to conduct its End of Programme Review.

Managed by Adam Smith International (ASI), the Strengthening Uganda’s Anti-Corruption Response Technical Advisory Facility (SUGAR TAF) is a five-year (2015-2020) programme designed to address public sector corruption by (1) increasing the risk for engaging in public sector corruption and (2) reducing opportunities for public sector corruption. The programme is funded by the Department for International Development (DFID) and the European Union (EU). SUGAR TAF prioritises inter-agency coordination through a “chain-linked approach” thus effectiveness is contingent upon resolving challenges across the whole anti-corruption chain of the Government of Uganda, which includes institutions responsible for the functions of detection, investigation, prosecution, adjudication of corruption, as well as the application of civil and administrative sanctions and recovery of assets.

The purpose of the final review, which will take place between January and March 2020, is to support the Government of Uganda, DFID and EU to reflect on the methodological underpinnings and implementation approach of SUGAR TAF, to assess the extent to which the programme has achieved intended objectives, and to generate evidence and facilitate lesson learning for future anti-corruption programming. The final review will build upon the programme mid-term review (MTR) and the Value For Money (VFM) assessment that were conducted in 2018, and provide further insights into what has worked, and what has not worked, with the SUGAR TAF programme.

ASI is seeking a team of two to three professionals (either a firm or a team of individuals) whose skills complement one another. The team leader should have at least 10 years’ experience managing teams of experts in designing, implementing and executing reviews and evaluations, preferably for governance and/or anti-corruption programmes. The required competencies of the review team are:

• Extensive knowledge and experience of review and research methodologies, documentation approaches and evaluation techniques (e.g. process tracing, outcome harvesting) used in governance and/or anti-corruption programmes; • Demonstrable contextual understanding and experience of conducting reviews and evaluations in Uganda and/or East Africa; • Proven experience and solid understanding of anti-corruption and governance programming, ideally in Uganda or a comparable context; • Previous experience with and knowledge of donors, including DFID, EU or other bilateral agencies • Excellent analysis, report writing and communication skills.

  2. A detailed financial proposal, including day rates for consultants involved

  3. Contact details of three organizations that have recently contracted the firm/consultant(s) to carry out relevant research/survey or related work.
